
With over 21 years of professional experience, Roselynn Stuart has developed a career focused on environmental consulting, regulatory compliance, and geology across Puerto Rico and internationally. Her work has supported projects involving federal and local agencies such as FEMA, HUD, USPS, USCG, USACE, EPA and DNER, with experience in environmental compliance, site characterization, and environmental remediation.
Her experience extends to project and environmental management for large scale initiatives funded through HUD Community Development Block Grant (CDBG) programs, where she has supported compliance efforts, documentation, and coordination of environmental requirements for infrastructure and recovery projects. She has been involved in emergency response and disaster recovery efforts, particularly in connection with Hurricanes Irma and Maria, contributing to environmental assessments, field evaluations, and recovery-related activities.
Throughout her career, she has collaborated with leading consulting and engineering firms, including GeoConsult, GeoCim, Arcadis, CDM Smith and Weston Solutions, contributing to environmental reviews, site investigations, and field-based geological studies.
Her project experience includes work in Puerto Rico and international assignments across the Caribbean, Panama, and the United Kingdom. In St. Thomas, she has supported geotechnical field investigations for port infrastructure projects in areas such as Charlotte Amalie Bay. Likewise, has participated in bioremediation efforts for refinery site in Panama, as well as contamination assessments associated with pharmaceutical material, fuel storage and gas station sites in Panama, St. Martin, Dominican Republic and Puerto Rico. In the United Kingdom, her work has supported environmental remediation and site characterization efforts in locations such as London, Cambridge, and Newmarket.
She holds a Master’s in Planning from the University of Puerto Rico (Río Piedras), including an academic exchange at the Complutense University of Madrid, and a Bachelor of Science in Geology from the University of Puerto Rico at Mayagüez. Her professional certifications include Recognized Environmental Professional (NREP), Environmental Permits and Regulations (UPR Río Piedras), and Project Management (PMI). Additionally, she is an active member of the Geological Society of Puerto Rico (SGPR) and the Puerto Rican Planning Society (SPP).
