Phase I ESA:

• Historical property review: evaluation of past uses of the site and adjacent properties (aerial photographs, historical maps, city directories, prior permits).

• Regulatory records review: consultation of EPA, EQB, and other agency databases regarding discharges, spills, or potential risk activities.

• Site reconnaissance (Site Visit): inspection to identify potential environmental concerns (tanks, spills, chemical storage, asbestos, among others).

• Interviews with owners, occupants, and officials: gathering additional information on past or current site activities.

• Final report: presentation of findings, photo log and conclusions, 

Phase II ESA:

• Soil and subsurface sampling through borings and drillings.

• Groundwater sampling using monitoring wells.

• Sampling of suspect materials (asbestos, lead, hydrocarbons, solvents, etc.).

• Certified laboratory analysis to identify contaminants and quantify concentrations.

• Risk evaluation and determination of regulatory implications.

• Final report with results, technical interpretation, and recommendations (remediation, risk management, or case closure).

Delivers regulatory compliance services for projects and facilities subject to the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), including management of Brownfield and Superfund sites. Brownfield services emphasize urban redevelopment, industrial, and commercial projects, while Superfund services focus on complex site remediation and environmental cleanup. Compliance support covers hazardous and solid waste management under RCRA, as well as site investigation and response under CERCLA, coordinating with the U.S. Environmental Protection Agency (EPA) and delegated state agencies through technical evaluations, regulatory documentation, and agency coordination.

Provides comprehensive technical and regulatory support for projects funded through HUD Community Development Block Grants (CDBG)—including Disaster Recovery (DR) and Mitigation (MIT) initiatives—and FEMA programs. Services include environmental compliance, NEPA reviews—including Categorical Exclusions (CATEX), Environmental Assessments (EA), and Environmental Impact Statements (EIS)—Section 404 permits under the Clean Water Act (CWA), coordinating with federal agencies such as the U.S. Fish and Wildlife Service (USFWS), U.S. Army Corps of Engineers (USACE), National Oceanic and Atmospheric Administration (NOAA), and State Historic Preservation Office (SHPO). Coordination with local agencies is also provided for projects in sensitive areas, including karst and coastal-marine zones, working with the Puerto Rico Planning Board (Junta de Planificación), Department of Natural and Environmental Resources (DRNA), and other relevant agencies. Supports preparation of required documentation and ensures alignment with federal and local regulations, facilitating efficient project execution, timely deliverables, and risk-managed outcomes.

Specializes in professional environmental and urban planning services, leveraging licensure and technical expertise to support sustainable, functional, and compliant development projects. 

Services include comprehensive land use assessments, site suitability analysis, and detailed urban inventories, such as documentation of public transportation infrastructure, identification of deficiencies, and formulation of targeted recommendations. Planning approaches integrate environmental considerations, urban design principles, and risk assessment, addressing mobility, accessibility, and mitigation strategies in site-specific contexts. 

Deliverables consist of high-quality technical reports, detailed site plans, mapping products, and actionable guidance to support informed decision-making and effective project implementation.  Decisions are grounded in professional standards, regulatory compliance, and practical, results-oriented solutions.

Facilitates comprehensive project management services for environmental and infrastructure projects, ensuring timely completion, regulatory compliance, and budget adherence. 

Services include planning, scheduling, and tracking project milestones; coordinating with federal, state, and local agencies; managing technical deliverables such as reports, permits, and sampling results; and supervising field teams and subcontractors. 

Project management efforts support efficient execution, informed decision-making, and successful outcomes across diverse projects for clients, agencies, and stakeholders.

Environmental Remediation
Supports environmental remediation projects, including site assessment, remedial planning, and regulatory coordination under RCRA, CERCLA, and Brownfield programs. Services address a range of remediation approaches, including:

• Excavation and soil removal
• In-situ bioremediation (e.g., nutrient or fertilizer amendments to stimulate microbial degradation of contaminants)
• In-situ chemical oxidation (ISCO) to treat soil and groundwater contamination
• Pump-and-treat groundwater systems
• Containment and capping
• Monitored Natural Attenuation (MNA)

Work is conducted in coordination with federal and state agencies, including the U.S. Environmental Protection Agency (EPA), delegated state environmental authorities, and local agencies as needed. This approach ensures that remediation strategies are science-based, regulatory-compliant, and tailored to site-specific conditions.

• Soil and rock characterization through field sampling, drilling, and laboratory analysis, following ASTM standards. 
• QA/QC and oversight of geotechnical and drilling operations to ensure reliable data.
• Prepare Geotechnical Engineering Services Cost Estimates and proposals.

Executes soil drilling and groundwater sampling for environmental investigations, site characterization, and regulatory compliance under RCRA, CERCLA, and Brownfield programs. Soil drilling activities use established methods, such as auger drilling and direct-push techniques, following guidance for soil investigation and sampling (e.g., ASTM D1452, ASTM D1586, ASTM D1587, ASTM D4700). Installation of monitoring wells allows sampling of contaminants above the water table (vadose zone / LNAPLs – Light Non-Aqueous Phase Liquids, such as gasoline or oils) and below the water table (saturated zone / DNAPLs – Dense Non-Aqueous Phase Liquids, which sink and accumulate in deeper impermeable layers).

Groundwater and soil sampling protocols adhere to EPA and ASTM standards to ensure representativeness, data quality, and defensibility in regulatory contexts (e.g., EPA RCRA Ground‑Water Sampling Guidelines for Superfund and RCRA projects).
